    Summary Information:
    The Bidyadanga 'Youth Centre Redevelopment' Shared Responsibility Agreement (SRA) is an agreement between the Bidyadanga Indigenous Community and the Australian government. The Agreement provides the funding and resources for the upgrading and renovations of the old Bidyadanga Police Station buildings which will house a dedicated youth centre.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. For more information see 'Shared Responsibility Agreement' below.
    Detailed Information:
    Purpose

    The SRA aims to address the community-identified priority of promoting functional and resilient families in order to produce a safer community environment for youth well being and activities.

    Shared Responsibilities

    Through the Department of Families, Community Services and Indigenous Affairs, the Commonwealth Government has proposed the contribution of $38,376 as capital for sporting and recreational materials and construction materials for the renovation of the old Police House.

    In return for this funding, the community, family and individuals will:
  • contribute the funds to the value of $17,000 for the refurbishment of the Police House;
  • provide labour for the refurbishment of the Police House;
  • employ a youth coordinator;
  • develop and support a comprehensive youth policy and strategy;
  • promote events and activities through the Broadcasting for Remote Aboriginal Communities Scheme (BRACS) and develop a calendar of events;
  • facilitate the establishment of a Youth Committee, and once established, participate in the committee;
  • volunteer to supervise youth at the youth centre; and
  • ensure school enrolment and attendance of school age children.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The SRA provides for regular liaison between the Bidyadanga Community Council and the Broome Indigenous Coordination Centre (ICC) on a half-yearly basis. In addition the Youth Coordinator will provide a monthly progress report to the Council and the ICC, which may include evaluations against the performance indicators of volunteer participation in activities and attendance and enrolment levels at schools.
