    Summary Information:
    The Statewide '3KND Community Radio and Training Facility' Shared Responsibility Agreement (SRA) is an agreement between the Department of Families, Community Services and Indigenous Affairs (Cth), Department of Communications, Information Technology and the Arts (Cth), Northern Melbourne Institute of TAFE, South East Indigenous Media Association and 3KND radio station to establish and encourage attendance at a Certificate II course in Indigenous Broadcasting, and to provide work experience for participants at an Indigenous radio station.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The purpose of the agreement is to establish and encourage attendance by Indigenous students at a course (Certificate II) in Indigenous Broadcasting at Northern Melbourne Institute of TAFE, and provide work experience and mentoring in cooperation with 3KND radio station and Elders of the Victorian Indigenous community.

    Shared Responsibilities

    The Department of Families, Community Srevices and Indigenous Affairs (Cth) has proposed a contribution of $11,000 to assist with provision of IT production, sound/image equipment, materials, printing and postage.

    The Department of Communications, Information Technology and the Arts (Cth) will supervise the agreement, and provide support for an SRA Project Management Committee.

    Northern Melbourne Institute of TAFE will undertake active project management, including providing staff and facilities to run a Certificate II course in Indigenous Broadcasting, and entering into Memoranda of Understanding with participating schools to arrange for courses to be held during school holidays.

    3KND/ South East Indigenous Media Association will provide access to broadcasting and training facilities and technical expertise.

    Communities and families will support and encourage attendance at the course and at school. There will also be active participation by Indigenous Elders sharing cultural heritage with course participants, and providing additional supervision for students.

    Performance Indicators and Feedback Mechanisms

    Key milestones are the conclusion of a Memorandum of Understanding between Northern Melbourne Institute of TAFE, 3KND radio station and participating schools, and the finalisation of the SRA with the Commonwealth Government. Once these are in place a Project Steering Committee will be convened to review the Project Plan and monitor implementation of the SRA. There will be regular liaison between all parties to the SRA, and the Project Steering Committee will meet after 3 months to review implementation.

    The Northern Melbourne Institute of TAFE and participating schools will review the absentee rates of participating students at their schools and the Indigenous Broadcasting course every 3 months, and review the number of students completing the summer and winter course sessions and associated work experience activities after 6 months. They will also conduct an assessment of overall project outcomes (in relation to school attendance and the completion and success of vocational training and work experience activities) and the end of the project.
