Summary Information:
The Tiwi 'Social Wellbeing and Youth Development' Shared Responsibility Agreement (SRA) is an agreement between the Commonwealth and Northern Territory Governments and Tiwi Islands Local Government, intended to encourage a more harmonious community environment by promoting community participation in structured youth educational and recreational activities, and expanding an existing youth diversion and development program and community mediation and counselling services. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose The primary objective of all parties to the agreement is to improve participation rates in primary and secondary education, reduce drug misuse and the level of self-harm and violence towards others, and invest in the social wellbeing and individual health and capabilities of children and youth in the community. The SRA is intended to provide additional resources to an existing Tiwi Islands Youth Diversion and Development Unit (TIYDDU) operating on the Tiwi Islands so that it can maintain existing functions and offer an increased range of night patrols, intervention, mediation and support services to members of the Tiwi Island communities (Nguiu, Milikapiti, Pirlangimpi and Wurankuwu). The agreement is also intended to increase cooperation with other local organisations and the Commonwealth and Northern Territory Governments. The agreement will provide more substantial resources for the TIYDDU to perform its functions, and enhance community engagement and individual participation in associated activities, including education, employment and life skills training, the coordination of 'Skin Group' meetings as culturally appropriate forums to resolve conflict and promote wellbeing, family mediation and counselling services, substance abuse awareness and management skills, transmission of Tiwi cultural knowledge and skills, sport and recreation activities and a night patrol. Shared Responsibilities The funding provided by the Commonwealth and Northern Territory Governments will support and provide additional equipment and staff for the TIYDDU's delivery of program activities for 6 months, during which longer term arrangements will be negotiated, including the preparation of an Operational Plan commissioned by the Darwin Indigenous Coordination Centre (ICC) to complement the SRA and the Tiwi Islands Local Government's Strategic Plan for the Tiwi People. The funding arrangements may be extended by two years if negotiations are successfully concluded. TIYDDU will continue to provide intervention, mediation and support services to promote social wellbeing and youth development. The members and staff of the Tiwi Islands Local Government and other key community members will devise a strategy for seeking ongoing financial and in-kind support from private sector and community-owned organisations to ensure the long term viability of the TIYDDU. The Tiwi Islands Local Government will also provide administrative and other support to the TIYDDU, including the 'seconding' of participants in the CDEP program to provide additional personnel for activities and services. The Nguiu Ullintjinni Association will contribute food and other consumables to program participants from the store, take away and garage operated by the association. Nguiu Club Association will promote and enforce the "Nguiu Good Behaviour Policy". Murrupurtiyanuwu Catholic School and Xavier Community Education Centre will cooperate closely with TIYDDU to encourage school attendance, and provide facilities for the conduct of youth development and diversion activities. Community members will support the implementation of the SRA and participate in program activities. Performance Indicators and Feedback Mechanisms Key milestones for the program are the development of an operational plan for the sustainable delivery of TIYDDU activities, the purchase of new vehicles to support the provision of services and activities, the commencement and completion of training in mediation and counselling skills by TIYDDU staff, the finalisation of a longer-term SRA for the program, and the securing of ongoing financial and in-kind support from non-Government entities. The NT Police will provide quarterly information on the number of alcohol-related after hours callouts during the program period. The TIYDDU will provide quarterly information on the number of family interventions and mediations undertken and the number of 'attempt suicide' interventions during the program period. The Nguiu Community Safety Committee will provide an evaluation of the TIYDDU activities at the end of the program period. The Principal of Xavier Community Education Centre will provide quarterly information on school attendance rates during the program period. The Darwin Indigenous Coordination Centre will make monthly visits to the Tiwi Islands to maintain regular communication, timed to coincide with Community Safety Committee meetings. The Darwin Indigenous Community Centre will ensure that all proposed contributions are provided by the parties to the agreement, that feedback on the agreement is obtained from the communities, families and individuals, and that agreed objectives and milestones are being met, and facilitate ongoing liaison between the parties to the agreement including by coordinating joint monitoring visits by Government representatives where possible.
