    Summary Information:
    The Burringurrah Youth Health Activity Shared Responsibility Agreement (SRA) is an agreement between the Burringurrah Indigenous Community, and the Australian and Western Australian Governments. It is concerned with providing upgraded sporting facilities, namely the local oval, for youth and sporting activities. This SRA is designed to address the community's concern about high levels of anti social behaviour, substance abuse, family violence and child abuse.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose
    This Shared Responsibility Agreement is aimed at addressing the broader issues of health, substance abuse and family justice issues. It is linked with the use of sporting facilities and structured programs, such as playing cricket, to promote health and wellbeing and also as a diversionary tactic to sustain at-risk youth's participation in physical activities.

    Shared Responsibilities
    The main responsibilities to be implemented are the 'No School, No Pool, No Team Play' and the 'No, Grog, No Gunja, No Gambling' policy to be implemented for the use of basketball court, oval facilities and the use of the oval.

    Other key elements to the agreement include the development of a Memorandum of Understanding (MoU) partnership with the Department of Community Development (DCD), the Western Australian Police (WAP) and the Department of Education and Training (DET). This is to promote leadership and address law and order matters. Under the agreement families will identify two people to participate in relevant accredited TAFE training to facilitate, monitor and maintain the oval which will include maintenance of solar pumps, fencing and landscaping.

    Performance Indicators
    The number of Indigenous people participating in sporting activities, number of students marked as 'absent' at school and the number of Indigenous people that undertook accredited training including those who completed training as officials, coaches or in some other capacity (accredited or otherwise)

    Two-Way Feedback Mechanisms
    Geraldton Indigenous Coordination Centre will meet on a quarterly basis with the Burringurrah committee and administration, relevant community members, and a Burringurrah school representative to gauge and evaluate the community's understanding and acceptance of the SRA at the end of 6 months.

    NOTE: This funding is subject to the partners entering into a legally binding funding agreement.
