    Summary Information:
    The Townsville 'Creating Employment Opportunities for Young People' Shared Responsibility Agreement (SRA) is an agreement between the Commonwealth and Queensland Governments and the Townsville Indigenous Community to increase the number and diversity of job opportunities for young people in the community and promote Indigenous culture and heritage.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose
    The purpose of the agreement is to provide additional funding to the cultural centre for the creation of employment and enterprise opportunities and the maintenance and promotion of cultural skills and heritage, key priorities for the Indigenous people of the Townsville/ Thuringowa region.

    Shared Responsibilities
    The Department of Employment and Workplace Relations (Cth), Office of Indigenous Policy Coordination (Cth), Department of Education, Science and Training (Cth) and Department of Education and Training (Qld) will provide funding for traineeship positions and a Mentors Support Program.

    The Townsville Aboriginal and Torres Strait Islander Cultural Centre will work with the Governments and NGOs to identify training options to deepen and diversify the skills of the centre's employed staff and Community Volunteers and encourage participation in training programs, and employ trainees upon completion of their traineeships.

    The local CDEP organisation (TTIPCEEDAC) will be a sponsoring body for the traineeships and apply to the Queensland and Commonwealth Governments for additional funding, provide additional staff for the cultural centre's activities, and establish a Mentors Program to support trainees.

    Performance Indicators and Feedback Mechanisms
    The Townsville Aboriginal and Torres Strait Islander Cultural Centre will provide quarterly information to the Townsville Indigenous Coordination Centre on the number of Indigenous people commencing and completing training, the number of Indigenous people employed at the centre and providing volunteer assistance, and the number of visitors to the centre.

    The signatories to the agreement will hold regular meetings to discuss and review implementation of the program.
