The Tumut 'Heritage, Healthy Living and Stronger Families' Shared Responsibility Agreement (SRA) is an agreement between the Commonwealth Government and the Tumut Indigenous Community, intended to promote and preserve Aboriginal heritage in the Tumut/Brungle area, improve school attendance and performance, increase training and employment opportunities, and provide information on and improve access to health services.
The Agreement provides for the development of employment and training opportunities, by:
instigating a mosaic project with the participation of local Indigenous people;
training 10 young Indigenous people through TAFE as cultural guides and mentors;
organising family camps for families with children and students with good attendance and behavioural records;
the organisation of arts and crafts resources to facilitate cultural activities;
the formation of a men's group to address men's issues; and
the organisation of an Elder's health retreat, and the facilitation of an elders council to provide mentoring and support to the younger generation.
Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose
The agreement has several objectives:
to preserve and promote the heritage of the Tumut Indigenous Community;
to improve access to training and employment opportunities,
to increase school attendance and retention rates through culture and increased community recognition of educational achievements;
to promote the wellbeing of Elders of the community through increased cultural and social interactions; and
to hold an Expo for Safe and Healthy Families to provide access to health services and information.
Shared Responsibilities
The Tumut Community Working Party and National Parks and Wildlife Service's Indigenous staff will complete the cultural heritage component of the Bila Park project (commenced under the Tumut 'Bila Park Cultural Heritage Project' Shared Responsibility Agreement (SRA)), including the mosaic project and promote and monitor the project. The Community Working Group will also monitor the progress of TAFE course participants, and facilitate the holding of a Safe and Healthy Families Expo.
The Elders Group will:
provide mentoring assistance at cultural camps;
support parents at the play group as mentors and provide information on life skills, healthy babies and good nutrition;
pass on oral history to youth and in recording the history;
promote cultural values and practices through cultural arts and craft works; and
promote and ensure the inclusion of other Elders in community life and cultural celebrations.
The Men's Group will:
take an active role in supporting youth to participate in trial sports days with men to act as coaches and mentors;
promote men's health in the community and work with the relevant agency to improve men's health checks;
introduce boys to cultural practices and traditional values; and
participate in the mosaic project.
The Women's Group will:
provide mentoring and pass on traditional skills and knowledge at the cultural camps;
participate in the student awards nights;
participate in community activities; and
volunteer at the Boori play centre and introduce traditional life skill to young mothers.
Government has proposed contributions of:
$7,000 from the Department of Communications, Information Technology and the Arts for the purchase of arts and crafts materials;
$1,000 from the Department of Families, Community Services and Indigenous Affairs for the elders activities and the provision of educational toys, craft materials for a play centre;
$30,000 from the Department of the Environment and Heritage for the completion of the cultural mosaic project; and
$20,000 from Tumut Shire Council for the construction of an amenities block.
National Parks and Wildlife Services have proposed an in-kind contribution to assist with Family Camps and release of staff for SRA activities.
This funding is subject to the parties entering into a binding funding agreement.
Performance Indicators and Feedback Mechanisms
The SRA provides for reporting on:
improvement in school retention rates and decreases in school suspensions;
the number of indigenous people enrolled in TAFE;
the level of Indigenous access to men's health programs;
the numbers of Elders and men involved in community and social activities;
the number of real employment and training opportunities created;
the level of Indigenous participation on the mosaic project;
the number of Indigenous mothers attending the Boori play centre; and
the Elders retreat, in particular health issues identified and projects addressing these issues. | |
