The Cherbourg 'Health, Well-Being and Education of Children' Shared Responsibility Agreement (SRA) is an agreement between the Australian government, the Cherbourg Indigenous Community and the Cherbourg Aboriginal Shire Council. The object of this SRA is to upgrade parks and playgrounds including facilities, such as playground equipment, that promote and support healthy activities. In addition, the community would like to see an improvement in school attendance and behaviour. Both of these community priorities have been been endorsed at the Cherbourg negotiation table meetings over the past two years. Shared Responsibility Agreements (SRA) are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The purpose of this SRA is to address the community identified issues of vandalism and petrol sniffing. This will be addressed by upgrading parks, building a BMX track and providing biclyes, as well as appointing Elders to oversee these activities and selecting a group to undertake a TAFE course on bicycle maintenance. Shared Responsibilities The responsibilities of families and individuals in the Cherbourg Indigenous Community include: The Cherbourg Community Council has agreed to lead and coordinate this SRA within the community by allocating land, heavy equipment and skilled labour to implement the necessary infrastructure. The Cherbourg State School will provide the BMX bikes, and with consultation between the school and the Parents and Citizens Association will plan attendance, behaviour and performance using the BMX bikes as an incentive. The Australian government, through Department of Families, Community Services and Indigenous Affairs and the Department of Communications, Information Technology and the Arts, proposes to provide funding for the purchase of materials, playground equipment, BMX bikes, safety equipment and sporting equipment. Performance Indicators The performance indicators will be provided by the Cherbourg State School. These include the number of absent student days per term, maintenance of the parks area, the number of supervised activities with the BMX track and the number of students moving through to grade 8 successfully. These will all be done on a monthly basis. This funding is subject to the partners entering into a legally binding funding agreement. |
