    Summary Information:
    The Yalata 'Comprehensive Shared Responsibility Agreement' (SRA) was agreed between the Commonwealth Government and the Yalata Indigenous Community on 14 September 2007.

    This SRA aims to build the capacity of the Yalata Indigenous Community through the creation and implementation of mutual obligation responsibilities for individuals and the community which strategically address the priorities of the community.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The purpose of this SRA is to develop the capacity and sustainability of the Yalata Indigenous Community. This is to be achieved by creating individual and community mutual responsibilities which target specific priorities of the community, such as housing, governance and community safety. The comprehensive SRA recognises that issues of concern to the community are interrelated. It also seeks to accomodate the diverse lifestyle aspirations of its members.

    Shared Responsibilities

    The Yalata Indigenous Community and families and individuals within it will work with the Government to develop 'mutual obligation responsibilities for communities and individuals' relating to nine community priorities.

    The Commonwealth Government proposes to provide in-kind support through the Attorney-General's Department, the Department of Communications, Information Technoloby and the Arts, the Department of Employment and Workplace Relations, the Department of Health and Ageing and the Department of Families, Commuity Services and Indigenous Affairs (FaCSIA). It is also proposed that FaCSIA provide $180,000 for STF and Associates (Consultants) to develop and implement the shared responsibility agreement.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators

    STF and Associates with the Yatala Community will prepare regular reports about the participation of the community.

    The Ceduna Indigenous Coordination Centre (ICC) and other agencies will be in regular contact with the community for feedback including through visits to the community by ICC staff. The ICC will prepare quarterly reports relating to the funding agreements. A report will be prepared on the outcomes according to the performance indicators.

    About 50 agreements have been created as part of this SRA (Scullion media release).
