| The Avonvale 'Maali Program' Shared Responsibility Agreement (SRA) was developed between the Avonvale Indigenous Community, the Australian Commonwealth Government and the Community Development Foundation on 7 November 2007. The SRA aims to improve sporting facilities in the Avonvale community for the purposes of enhancing early childhood learning, health, community pride and parental engagement. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The purpose of this SRA is to promote positive early childhood learning through increased community participation in sporting activities. It addresses the community's concern about the widespread effects of drugs, alcohol, gambling and domestic violence on the children of the community. The agreement includes provision for the construction of a new netball court and a capital upgrade of the existing basketball court. The sporting activities are to be largely coordinated and facilitated by parents. Consequently, the agreement is strongly aimed at promoting drug and alcohol-free families and a more united community. Shared Responsibilities The Avonvale Community will establish and coordinate a parental volunteer roster to run homework and after school sporting programs. In addition, they will be responsible for ensuring that sport courts are kept in good working condition, providing scorers and accredited umpires for all games, and establishing a community committee to facilitate participation and monitor progress. The community will be responsible for supporting a 'No Alcohol, No drugs' policy for all activities held at the school. For their part, families and individuals will participate in volunteer rosters and other arrangements agreed to by the community, as well as upholding rules and regulations, supporting umpires and officials and encouraging adherence to the 'No Alcohol, No Drugs' policy. Importantly, they will encourage school attendance and participation in after school activities. The Australian Government, through the Department of Families, Community Services and Indigenous Affairs (FaCSIA), proposes to provide $150,000 to allow for the renovation of the Community's basketball and netball court. Subject to a Funding Agreement, the basketball court will receive a capital upgrade including resurfacing, new perimeter fencing and flood lighting. The netball court will be relocated and entirely reconstructed. The Community Development Foundation (CDF) proposes to manage these undertakings in-kind. The target dates for the completion of these undertakings is set at 30 November 2007. This funding is subject to the partners entering into a legally binding funding agreement. Performance Indicators The SRA includes three basic performance indicators, which are to be assessed by the CDF on a quarterly basis. First, they will report on the number of Indigenous adults regularly attending and assisting in sporting events. Second, the CDF will report on the number and demographic of Indigenous participants in organised sport activities on the Avonvale campus. Third, they will report on any change in school attendance rates for Indigenous students. In order to obtain feedback on the SRA's strategic effect against the above performance indicators, CDF will liaise with key stakeholders in Northam, including the Western Australian Police, Avonvale Primary School, Western Australian Department of Child Protection and Department of Justice. In addition, Avonvale Primary is to provide quarterly reports on progress to FacSIA. | ||
