    Summary Information:
    The Ceduna Town 'Ceduna leadership training and social development through revitalising the TWT Gym' Shared Responsibility Agreement (SRA) was developed between Ceduna Indigenous Community and the Commonwealth Government and the South Australian Government on 13 June 2007.

    The SRA aims to redevelop the Ceduna Community Gym as a way of creating training and employment opportunities, and encouraging a healthy lifestyle and cross-cultural respect.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The Ceduna Community Gym was popular and frequented by people of diverse cultures until 2006 when it closed because it lacked the funds to provide equipment of a professional standard. The purpose of this SRA is to enable the gym to re-open and to encourage community members to be fit and healthy, create employment and opportunities for young people to take up leadership roles in the community, and reduce problems such as substance abuse and consequential family conflict and offending.
    Specifically, this SRA deals with the first stage of re-establishing the Ceduna Community Gym.

    It is envisaged that there will be three stages to the project, first to re-open the gym and develop training courses and outreach programs; second, to promote the gym, tailor its services to its customers, begin to implement its outreach programs and to review progress and third, to alter and extend the project following the review, including employment of more staff, commence leadership training, and to create a new wet area and crèche. The second and third stages will be the subject of new and separate SRAs.

    Shared Responsibilities

    The Ceduna Indigenous Community will provide labour, trade skills and promotion through the Community Development Employment Project (CDEP) Programme. The 'Friends of the Gym' group will coordinate volunteers for planning, promotion, fundraising and working bees. Community organisations are to promote the gym. Existing sporting committees and the gym will identify ways in which they can cooperate to their mutual advantage. The Ceduna Area School will promote the gym and assist the gym to tailor its services to the youth in the community. Ceduna-Koonibba Aboriginal Health Service and Ceduna Regional Health Service (a division of Country Health South Australia) will provide advice on programs for customers with special needs and will refer patients to the gym as appropriate.

    Families and individuals will establish the 'Friends of the Gym' group and volunteer to take part in its activities in the first stage. In the second and third stages, young adults will volunteer for training in leadership, first aid, and instructor certification so that the gym can be run by them.

    The Australian Government, through the Department of Families, Community Services and Indigenous Affairs (FaCSIA) proposes to provide $10,000 for governance training, publicity and the development of a leadership training course. The Department of Communications, Information Technology and the Arts (DCITA) proposes to provide $10,000 for the development of fitness and health services for the community, outdoor physical recreation and culture programs and the leadership training course. The Department of Health and Ageing (DHA) proposes to provide $10,000 for the production of the 'healthy start' kit and for the development of guidelines for liaison and referral from health service providers. The Department of Employment and Workplace Relations (DEWR) proposes to provide $32,000 for the training of instructors and business administrators and to improve wet areas to meet health and safety standards.

    The South Australian Government, through the Office for Recreation and Sport proposes to provide $40,000 for new gym equipment and to train staff and $10,000 for Recreation SA to provide administrative advice.

    The District Council of Ceduna proposes to provide in-kind support including local knowledge for marketing and expertise for planning gym programs.

    Tjutjunaka Worka Tjuta Inc (TWT) proposes to provide $7,000 to employ a part time gym instructor/coordinator and contract CDEP participants to upgrade the infrastructure and maintain the gym and car park. TWT also proposes to provide in-kind support such as establishing governance arrangements for the gym, implementing administrative advice received from consultants and overseeing the gym project generally.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators

    This SRA includes the following performance indicators: the number involved in the 'Friends of the Gym' group and the number of volunteers; the accomplishment of the targets for the first stage; and the production of the 'healthy start' kit.

    The key milestones include the completion of arrangements for the administration of the gym, marketing, upgrading of facilities, establishment of a 'Friends of the Gym' group, selection of trainee instructors, development of leadership and outdoors recreation and culture programs in June 2007. The gym is to be open to customers by July 2007 and a 'healthy start' kit is to be developed and produced by the end of November 2007.

    The agreement envisages that feedback between the parties will be provided at telephone conferences between TWT, Ceduna Indigenous Coordination Centre, the Office of Recreation and Sport (SA) and 'relevant solution brokers', held at least monthly.
    Outcomes:
    Apparently the gym was renovated and due to open on 1 September 2007 (Ceduna Aboriginal Community).
