| The Injinoo 'Injinoo Child Care Centre' Shared Responsibility Agreement (SRA) was developed between the Injinoo Indigenous Community and the Australian Government Department of Family, Community Services and Indigenous Affairs on 18 August 2007. The SRA aims to establish a Child Care Centre for the benefit of the Injinoo Indigenous Community. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The purpose of this SRA is to establish a Child Care Centre for the use and benefit of the Injinoo Community. At the time of the agreement, there were no child care facilities in the Injinoo area. The Child Care Centre will provide a learning environment for children to develop literacy and numeracy skills in preparation for Primary School. The Centre will aim to offer 39 Child Care places. In addition, a 'Mother's Group' will be established to educate parents on 'hygiene, budgeting, healthy life style and nutrition.' It is envisioned that parents will be involved in the Centre in a volunteer capacity. This would encourage closer child-parent relationships and facilitate behavioural change in the community towards education and childhood development. Shared Responsibilities The Injinoo Indigenous Community will volunteer time to assist with specific duties. Mothers will also develop and participate in the Mother's group. Families and individuals will agree to a direct debit system to provide payment for the Child Care service. The turf will be laid by local labourers. The Australian Government, through the Department of Families, Community Services and Indigenous Affairs (FaCS) proposes to provide $56,409 to bring the Child Care centres facilities in line with national standards. This includes laying turf around the child care centre, constructing sails to provide shade and a soft-fall in play areas for increased safety. The Injinoo Shire Council will maintain the turf and provide quarterly performance reports based on the performance indicators (listed below). This funding is subject to the partners entering into a legally binding funding agreement.
