The Shared Responsibility Agreement (SRA) was developed between the Innisfail Indigenous Community, the Australian Government Department of Families, Community Services and Indigenous Affairs, Radiant Life Assembly of God and Jubilee Christian College on 19 October 2007. The SRA aims to establish a Learning Centre, which will particularly aim to address the needs of students who have been suspended or expelled from schools in the district. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The purpose of this SRA is to establish a Learning Centre in Innisfail, which will be of particular benefit to Indigenous students who are absent from school for substantial periods of time due to suspension or expulsion. The Learning Centre will seek to maximise the learning opportunities of vulnerable students through a specialised programme. Shared Responsibilities The Innisfail Indigenous Community will: Families and individuals will participate in Community Development Employment Projects (CDEP) or Work for the Dole Projects (WTDP), participate in school planning and monitoring activities (such as learning agreements with children), and ensure school fees are paid on time. Families will also participate on the Interim Education Advisory Committee. The Australian Government, through the Department of Families, Community Services and Indigenous Affairs (FaCSIA) proposes to contribute $91,200 to the project. This includes: The Radiant Life Assembly of God proposes to contribute $73,500. This includes: The Jubilee Christian College proposes to contribute $200,000 in infrastructure and other costs, as well as in-kind administrative and mentoring support to the Radiant Life Assembly. This funding is subject to the partners entering into a legally binding funding agreement. Performance Indicators The SRA provides for quarterly reporting by the Jubilee Christian College on the percentage of school fees duly paid, and the percentage of primary and secondary school student attendance. The aim is for attendance to remain above 85%. It also provides for reporting by Radiant Life Assembly on the level of parental participation in school activities and the children's' level of enjoyment and participation in school life. The target date for securing planning funding is 30 November 2007. A strategic plan for the school is to be developed by 30 December 2007. |
