The Shared Responsibility Agreement (SRA) was developed between the Jarlmadangah Indigenous Community and the Australian Government Department of Families, Community Services and Indigenous Affairs on 24 October 2007. The SRA aims to promote early childhood development by improving the facilities and amenities of the Community's Early Learning Centre. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The purpose of this SRA is to upgrade Jarlmadangah's Early Learning Centre and associated community amenities in order to promote early childhood development, school engagement and performance. The upgrade of the Early Learning Centre will include the construction of an external play area for children, the completion of landscaping projects and the development of an amphitheatre and performance area. The SRA aims to increase employment and training in the local community by utilising local labour. The landscaping component and amphitheatre will provide a multi-functional performance and meeting space for the community's enjoyment of cultural and recreational activities. In addition, toilet facilities will be constructed alongside the basketball court and proposed amphitheatre, which will be made available to the community for after-hours use. The upgrade of the centre will bring it in line with required licensing standards. Shared Responsibilities The Jarlmadangah Indigenous Community, through the Community Council, will: Individuals, parents and carers will: The Australian Government, through the Department of Families, Community Services and Indigenous Affairs proposes to provide $67,000 for the materials and construction of the toilet facility, amphitheatre and children's external play area. This funding is subject to the partners entering into a legally binding funding agreement. Performance Indicators The SRA provides for bi-annual reporting by the Community Council on the number of parents and carers volunteering in the early learning centre, the number of social and cultural events organised and the proportion of Indigenous children using the centre. The target date for the completion of the toilet facilities is 29 February 2008. The upgrade of the play area and completion of the amphitheatre and landscaping project is aimed to be completed by 31 March 2008. |
