    Summary Information:
    The Mimili 'Youth Recreation Activities - Mimili Horse Program' Shared Responsibility Agreement (SRA) was developed between the Mimili Indigenous Community and the Australian and South Australian governments on 23 October 2007.

    The SRA aims to provide equipment and management advice to the Mimili Indigenous Community for a more structured and larger horse training program in return for participants refraining from using illicit substances, attending school and caring for the horses.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    A small number of young people have been acquiring horse skills informally from older members of the community. The purpose of this SRA is to create a more structured, and expanded horse training program for the young people in the community, through the provision of additional equipment and management advice. It is anticipated that the improved horse program will be a diversion for young people and provide training for individuals leading to employment opportunities in tourism and on nearby cattle stations. It also encourages individuals to develop leadership and mentoring roles in the community.

    Shared Responsibilities

    The Mimili Indigenous Community will provide the horses to be used in the program, cover the insurance costs, establish and implement procedures for the care of the horses to satisfy RSPCA standards, develop and implement the 'no school, no ride' policy, and support and encourage participants. It is implicit that the experienced community members will continue to provide training for participants.

    Individual participants in the program will learn to ride, abstain from using illicit substances, undertake training as part of the horse program, care for the horses according to the set procedures, maintain the horse yards, abide by the 'no school, no ride' policy and seek employment following training.

    The Australian Government, through the Department of Communications, Information Technology and the Arts (DCITA) proposes to provide $30,000 for the purchase of saddles and equipment and to fence three yards. The South Australian Government through the Department for Families and Communities proposes to provide in-kind support through management of the horse program.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators

    The Department of Families and Community (SA) is to assess the success of the SRA against certain performance indicators including the health of the horses, the level of participation in the program, the gender and age of participants, the employment outcomes of participants, abstinence from use of illicit substances, and adherence to 'no school, no ride' policy.

    The agreement envisages feedback between the parties through regular liaison between the State Government and the community.
