| The Shared Responsibility Agreement (SRA) was developed between the Wakathuni Indigenous Community and the Australian Government Department of Families, Community Services and Indigenous Affairs on 12 February 2007. The SRA aims to improve health and well-being in the Wakathuni Indigenous Community through the development of improved water filtering mechanisms, watering systems, environmental infrastructure and greening. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The purpose of this SRA is to address issues of water quality, dust control and water supply to households and community gardens, identified as priorities by the Wakathuni Indigenous Community. The SRA seeks to improve levels of health and the aesthetic appearance of the community through three key projects. The first element is a water project, involving the installation of reverse osmosis units to address the issue of brackish drinking water, a decalcifying filter and new irrigation lines. Additionally, a new watering system will be implemented. The second element is a garden project, which includes the establishment of a market garden in the community, including the planting of fruit, nut and native trees and vegetables in a nursery and an open garden. These are to be built by the community. The third element is an infrastructure project, including the establishment of fire breaks in the area surrounding the community, the installation of fixed roofing for recreational areas and the installation of speed humps and street lights. Through the support of the Gumala Aboriginal Corporation, the project will also incorporate skills transfer to increase the Community's capacity to independently plan and undertake future projects. Shared Responsibilities The Wakathuni Indigenous Community will: Families and individuals will: The Australian Government, through the Department of Families, Community Services and Indigenous Affairs proposes to provide $88,044 to provide greening and infrastructure for the project. This funding is subject to the partners entering into a legally binding funding agreement. Performance Indicators This SRA includes provision for six monthly reporting by the Wakathuni Indigenous Community on the number of people with environmental health related diseases such as skin infections and gastroenteritis. The Community will also submit quarterly Financial Activity Statements and Performance Indicator reports to the South Hedland Indigenous Coordination Centre (ICC). The Pilbara Meta Maya Regional Aboriginal Corporation will provide quarterly reports on the number of days in the year when the water system fails a potable water test. Tom Price Primary and Secondary Schools will provide quarterly reports on the number of Indigenous students (aged between 9 and 15) absent per term. | ||
