    Summary Information:
    The Walalkara 'Mentoring (Malpa) Support - Walalkara Women's Land Management ' Shared Responsibility Agreement (SRA) was developed between the Walalkara Indigenous Community, the Commonwealth Department of Families, Community Services and Indigenous Affairs, the Commonwealth Department of Environment and Heritage and the Alinytjara Wilurara Natural Resource Management (AWNRM) Board on 21 May 2007.

    The SRA aims to establish a mentoring program with an individual from the Walalkara Indigenous Community in order to develop the individual's, as well as the Community's, land and project management capacity.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:

    The Walalkara homeland and its surrounds are classified as an Indigenous Protected Area (IPA). This area lies in the traditional lands of the Pitjantjatjara, Ngaanyatjarra and Yankunytjatjara Indigenous peoples, locally known as the Anangu People. The area has been managed by Traditional Owners, the Robin Family, with the participation of scientists engaged by the AWNRM Board.

    The purpose of this SRA is to provide mentoring and support (malpa) to a female member of the Robin family with a focus on 'developing a skill base and promoting ongoing skill transfer' in areas including natural and cultural resource management, land management, project management, leadership and governance. This would include skills in technical areas such as data entry, photo points, plant identification and documentation including report writing and writing for funding applications.

    Shared Responsibilities

    The Walalkara Homeland and Family members will:
  • support the mentor, mentoree and family members involved in the project;
  • cooperate with project-related requests made by the mentor;
  • wherever possible and culturally appropriate, agree to quarterly inspection and photography of on-ground works and training sessions by the mentor or AWNRM Board staff;
  • notify the mentor of any safety concerns, cultural business, road closures and other relevant information to contribute to a safe working environment;
  • learn from the project with a view to expanding the focus and building the capacity of other Anangu people;
  • maintain a clean and tidy environment;
  • ensure children of parents; and caregivers attend school.

    In conjunction with the community obligations, the mentoree will:
  • participate in the mentoring program;
  • follow a personal development plan, which includes identified activities such as project management, land management, report writing, governance and leadership; and
  • prepare a project workplan with the assistance of the mentor, identifying activities for self and family.

    The Australian Government, through the Department of Families, Community Services and Indigenous Affairs proposes to provide $40,000 to contribute towards funding the mentor's salary through the AWNRM Board. Additionally, they propose to provide an in-kind placement in their Regional Leadership Program.

    The Commonwealth Department of the Environment and Heritage proposes to contribute $35,000; $10,000 will go towards funding for the mentor's salary, and $25,000 is aimed at equipping traditional owners with skills to manage conservation projects including herbarium development, plot establishment and monitoring.

    The AWNRM Board proposes to provide $186,364 to Kuka Kanyini, a wildlife management program located at Walalkara (please see below). In addition, they will provide in-kind support in the form of:
  • eployment, management and supervision of the mentor;
  • travel and accommodation costs for the mentor;
  • provision of office space, equipment and operational costs for the mentor and mentoree;
  • assisting the Robin family to develop project management skills;

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators

    This SRA includes quarterly reporting by the AWNRM Board on the following factors:
  • success of the mentoring support;
  • record keeping and recording of conservation outcomes;
  • reporting against project milestones; and
  • number of family members involved in the project.

    In addition, the Board will report on the establishment of the nursery, which is aimed to be completed by 30 June 2008. Quarterly Financial and Performance Reports will be supplied by the Board.

    A Monthly Narrative Report, reporting on the project and its progress for both the mentor and the mentoree, will be compiled by the mentoree, the mentor and the Board. Additionally, the mentoree is to submit a minimum of one grant application written with the assistance of the mentor.
