| The Shared Responsibility Agreement (SRA) was established between the Yuelamu Indigenous Community and the Australian Government on 15 May 2007. It aims to create a safe community. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The purpose of this SRA is to provide a safe environment for community members. There are two main aspects to achieving this - namely, reconstituting the defunct Night Patrol and providing a Safe House for women and children at risk of violence. The role of the Night Patrol is to enforce the alcohol restrictions in the community by discouraging the activities of 'grog runners' and to monitor instances of alcohol-related violence. The existing Women's Centre is to be renovated to accommodate a Safe House. Shared Responsibilities The Yuelamu Indigenous Community will: Families and individuals will respect the members of the Night Patrol, support the alcohol restrictions and assist in cleaning up the community. The Australian Government, through the Attorney-General's Department, proposes to provide $80,000 for a vehicle and to cover some of the costs of operating the Night Patrol. In addition, the Department of Families, Community Services and Indigenous Affairs proposes to provide $50,000 for renovation of the Women's Centre. This funding is subject to the partners entering into a legally binding funding agreement. Performance Indicators This SRA includes the following performance indicators: how often the Night Patrol operates and how many alcohol-related incidents it reports, how many referrals are made to the Safe House and how many participate in organised activities for youth. The SRA envisages that feedback will be provided to the Alice Springs Indigenous Coordination Centre during regular visits to the community and from a report to be prepared by the Yuelamu Council. | ||
