    The Shared Responsibility Agreement (SRA) was developed between the Yakanarra Indigenous Community, the Commonwealth Department of Employment and Workplace Relations (DEWR) and the Commonwealth Department of Families, Community Services and Indigenous Affairs (FaCSIA) on 11 January 2007.

    The SRA aims to enhance the Yakanarra Indigenous Community's economic and educational development through upgraded Community facilities and better management thereof.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The purpose of this SRA is twofold. First, the SRA aims to provide a dedicated telecentre facility and an extension of the adult education complex in order to improve educational outcomes for the Yakanarra Indigenous Community. This will be achieved through the purchase of a demountable for the Adult Education Centre - increasing weather accommodation for art production facilities and providing additional space for education centre students and equipment.

    Second, the SRA aims to introduce a dual fuel card bowser system for the purpose of enhancing the Community's economic development opportunities. This system will replace the current hand pump system, which is both economically inefficient and environmentally harmful compared to the proposed system.

    Shared Responsibilities

    The Yakanarra Indigenous Community will:
  • Assist in the provision of infrastructure for the project including a '16,000 litre diesel tank for the dual browser system at a site with power-water-communications and a platform and some footings suitable for demountable buildings.'
  • Enforce the exisiting 'no school, no telecentre' policy, and extend this practice to a 'no work, no telecentre' policy to include CDEP workers.
  • Incorporate a position for the After School program, between 4 pm and 6 pm, with funds to be provided by the school.
  • Align CDEP activities with a sustained landscaping, cleaning and maintenance program. In addition, upgrade the existing Homemaker Centre (which provides meals for school children) through CDEP.
  • Maintain the existing funding arrangement with the Adult Education Centre for a Certificate of General Education to Adults (CGEA) Arts Lecturer.
  • Include planning and financing components into CGEA curriculum to facilitate capacity building at the community level.
  • Make provisions in the Centre for mothers and their infants to enable the broader participation of mothers' in the Adult Education Centre.
  • Promote use of the fuel bowser system in the Fitzroy Valley to enhance economic opportunities to the community.
  • Implement a dog control policy including the construction of 'dog proof' bins and other community health initiatives.
  • Selected community members will work with a doctor engaged by Indigenous Community Volunteers and undertake a First Aid and Preventative Health Program.
  • Re-pay a debt to Central Kimberley Football league to enable the community's football team, the Yakanarra Dockers, to continue its participation in the league.
  • Implement a fire risk management strategy including the slashing of bush spear grass to create a fire break around the community.

    Families and individuals will:
  • Yakanarra Dockers players will have $20 deducted from their pay on a fortnightly basis in order to repay the debt to the Central Kimberley Football League. This practice should continue in the off-season in order to establish a pool of money to meet fees for future seasons, travel and equipment costs.
  • Practising artists who make sales as well as those with sufficient means will purchase their own paint and materials.
  • Ensure dogs are wormed as part of a three monthly program.
  • Increase contributions to the Homemaker Centre services through an increase in pay deductions.
  • An identified group of individuals will complete First Aid training through Nindilingarri Cultural Health Service.
  • An identified group of individuals will complete training through Workbase on civil works and housing construction.

    The Australian Government, through the Department of Families, Community Services and Indigenous Affairs proposes to provide $259,088; $183,952 is dedicated to the installation of fuel browsers and related items, and $75,136 is a part contribution towards purchase of a demountable for use as the Adult Education Annex and arts production area. The Commonwealth Government Department of Employment and Workplace Relations proposes to provide in-kind support in the form of a re-alignment of CDEP activities to facilitate the present SRA.

    This funding is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators

    This SRA includes provision for quarterly reporting by the Adult Educator at Yakanarra Education on the number of persons completing:
  • adult reading and writing to Level 1;
  • adult numeracy maths to Level 1;
  • adult oral communication to level 1; and
  • adult general curriculum options to Level 1.

    In addition, the Yakanarra Project Officer will report on a quarterly basis on the increase in store profitability by way of fuel sales.
