The Watarru 'Youth Recreation Activities - Motocross Program' Shared Responsibility Agreement (SRA) is an agreement between the Commonwealth and South Australian Governments and the Watarru Indigenous Community to construct a motocross track and provide motorcycles and training and safety education, as a positive diversion program from substance abuse promoting education and healthy lifestyles. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Purpose The purpose of the agreement is to provide funding for the construction of a motocross track at Watarru, as well as the purchase of six motorcycles and the establishment of a training and safety course. Shared Responsibilities The Department of Communications, Information Technology and the Arts (Cth) will provide funding for the purchase of six motorcycles and safety equipment and construction of a motocross track. The Department of Health and Ageing (Cth) will provide $1,311 for a training and safety course. The Department for Families and Communities (SA) will provide in-kind support, including management and coordination of the program. The Watarru community will assume liability for associated activities and cover the cost of the insurance policy and all operating and maintenance costs, and be responsible for implementation of the motocross program rules (including a 'no school, no motocross' policy) and safety procedures. Performance Indicators and Feedback Mechanisms Key milestones in the implementation of the agreement include the procurement of motorcycles and equipment and the completion of the motocross track. The Department for Families and Communities (SA) will be responsible for monitoring implementation of the program, by maintaining close contact with individuals and the community. The department will report annually on the number of Anangu (Indigenous members of the Watarru community) participating in training and safety courses, track maintenance, and the Finke Desert Race, as well as implementation of the 'no school, no motocross' policy. |
