    Orange 'Better Pathways For Our Youth' Shared Responsibility Agreement (SRA) was signed on 31 May 2007. The Agreement supports the proposed 'Better Pathways' program, which is a community initiative aimed at rewarding achievers and assisting young Aboriginal people who are at risk of disengaging with education (Orange NSW Website, 2008).

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The Agreement aims to address community-identified priorities of reducing juvenile crime, increasing school attendance and improving community engagement among Indigenous people aged nine to 15 (Ministerial Press Release, 2007).

    It is a product of three years of negotiation between the Orange Indigenous community, local community groups and government.

    Shared Responsibilities

    In partnership with community volunteers, government and non-government agencies, the Better Pathways program will:

  • match young offenders or juveniles at risk with trained Indigenous mentors;
  • provide support and camps for approximately 48 nominated 'at risk' young persons;
  • increase retention rates within the education system;
  • provide role models for Indigenous young people; and
  • reward young people for positive behaviour choices (Orange NSW Website, 2008).

    According to a Ministerial Press Release, the Australian Government contributed $313,530 towards the Agreement.
