The Ngaa Rauru Kiitahi Deed of Agreement ('the Deed') was created to recognise the basis on which Ngaa Rauru Kiitahi and the Crown were willing to settle the Historical Claims of Ngaa Rauru Kiitahi. It broadly sets out the terms of the subsequent Deed of Settlement, including the quantum of financial redress ($31 million), properties to be transferred in fee simple as part of the settlement, the identification of sites which might be suitable for 'Ukaipo' (camping and fishing) entitlements, the nature of the cultural redress, an apology, protocols and a draft historical account.
Following the registration of a claim with the Waitangi Tribunal and the commencement of negotiations for a settlement, an agreement of the general terms, scope and nature of redress may be made. This can be an informal exchange of letters, known as an Agreement in Principle, or alternatively, a Deed of Agreement or Heads of Agreement may be signed. This kind of agreement precedes the negotiation of the more detailed Deed of Settlement and its formal adoption. For more detailed information, see 'Deed of Settlement' below.
