The City of Melbourne Indigenous Framework 2007-2010 (the Framework) provides the guiding principles for the implementation of the City of Melbourne's Statement of Commitment 2007-2010. Developed in consultation with the Indigenous community, the Framework promotes a 'whole-of-Council approach' which aims to 'deepen Council's links with the community beyond ceremony and acknowledgment and create long lasting partnerships' (City of Melbourne Website, 2008; The Framework, 4, 9). In particular, the Framework focuses on and revises its specific commitments to Indigenous culture and heritage and Indigenous social and economic development (The Framework, 4). Key Area 1: Indigenous Culture and Heritage The Framework outlines several 'key action areas' within this section, which include: • ensuring compliance with legal obligations for cultural heritage management and developing a framework for identifying and protecting places which are significant to cultural heritage; • establishing protocols for 'welcome to country' ceremonies; • creating greater visibility of Indigenous culture through place-naming protocols and signage; and • developing plans for recognition of Indigenous heritage and culture through Council programs and urban design. In partnership with state and Commonwealth governments, a network will also be developed which will aim to promote Victorian Indigenous culture and tourism and economic development. Key Area 2: Indigenous Social and Economic Development The City of Melbourne commits to both external advocacy roles and internal reforms to promote Indigenous social and economic development. The key action areas include: • researching and developing an Indigenous profile of Melbourne; • expanding the ongoing delivery of Indigenous Cultural Awareness training for City of Melbourne staff; • developing a protocol for consultation with the Indigenous community; • expanding opportunities for economic development, including establishing an Indigenous funding stream and improving opportunities for traineeships and work experience; • advocating for the ongoing safety and wellbeing of Indigenous people in public spaces; • supporting the national and state reconciliation movement; and • improving Indigenous access to information about community services and facilities. Reporting and Implementation The Framework establishes three Indigenous Advisory Committees which will, along with the existing Indigenous Arts Advisory Panel, advise on Indigenous matters of culture and heritage, public space, economic and tourism development and arts for the City of Melbourne. The Council will also receive an annual report on the implementation of The Framework. |
