The Aboriginal Land Management Team Regional Partnership Agreement (RPA) was signed on 29 February 2008 between the Australian and Tasmanian governments, the Tasmanian Aboriginal Land and Sea Council, Natural Resource Management Tasmania South, the Local Government Association of Tasmania and Hydro Tasmania. The RPA has now expired. The purpose of this RPA was to 'set out a strategic and co-ordinated approach to Aboriginal land management' through the Aborginal Land Management Team (ALMT) Project (RPA 2008, p. 6). This included conservation, restoration, cultural heritage management, tourism projects and education, and the maximisation of opportunities for training and employment. As stated in The Koori Mail (2008), the RPA is a three-year agreement consisting of annual training programs. In 2008, nine recruits undertook training and certification under this RPA. This was to enable them to participate in six months of related work placements. | ||

Agreement Overview The focus of this RPA was the implementation of the ALMT project, which over a twelve-month period involved training, including numerous literacy, numeracy and business short courses, as well as work experience for participants. The ALMT will provide assistance to Conservation and Land Managment organisations. Responsibilities and Roles of the Parties The RPA details the responsibilities and roles of each of the Parties (see RPA, pp. 7-8). The RPA will be primarily managed by the Tasmanian Aboriginal Land and Sea Council, while the coordination of Australian government programs, services and funding will be administered by the Indigenous Coordination Centre Tasmania, on behalf of the Department of Families, Housing Community Services and Indigenous Affairs (FaHCSIA). The Institute of TAFE Tasmania will design and fund the accredited training package for the ALMT project team, while additional funding and assistance and resources will be provided by government parties. Hydro Tasmania will provide in-kind support through project supervision and training for the project's participants. Performance Management and Evaluation This RPA provides for the formation of a Regional Partnership Committee (RPC), comprising at least one representative of each party. The RPC will set priorities and a strategic direction for the implementation of the project, and will assist in the performance monitoring and evaluation processes. This will involve the development of Terms of Reference for an independent evaluation of the RPA, as well as regular reporting to its signatories. The RPC will meet at minimum on a quarterly basis. The RPA provides for an independent evaluation of its operation and effectiveness in its third year. The Terms of Reference of the review and the reviewer must be settled by the end of the second year of this agreement. The RPA also includes a dispute resolution process which aims to facilitate agreement between disputing parties. |
