    Summary Information:
    The Bonalbo 'Upgrading the Aboriginal Centre' Shared Responsibility Agreement (SRA) is an agreement between the Bonalbo community, the Office of Indigenous Policy Coordination and the Department of Employment and Workplace Relations. The agreement seeks to refurbish the Bonalbo Community Centre and establish a range of cultural and support programs that will be made available to the community.

    Shared Responsibility Agreements are agreements between governments and indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    This SRA provides for refurbishments to the Bonalbo Community Centre and the establishment and upkeep of programs and services offered to the community through the Centre. The agreement aims to divert youth from involvement in criminal behaviour and to strengthen families and the community.


    Shared Responsibilities

    The Office of Indigenous Policy Coordination has proposed a contribution of $50,000 towards refurbishment of the Bonalbo Aboriginal Centre premises.

    The Department of Employment and Workplace Relations has proposed a contribution in-kind to redirect a Commnuity Development Employment Program (CDEP) position to provide part-time administration support for the Centre.

    The Bonalbo Aboriginal Corporation will continue to provide programs and services available at the Bonalbo Community Centre.

    The community will help with fund raising and promote the work of the Community Centre. The community will provide learning opportunities, mentoring and access to general information for teenagers and adults. This will be done through cultural camps led by community elders, visits to local significant sites and maintaining relationships with the wider community through the ongoing reconciliation program. They will also identify priorities and community obligations for the next SRA.

    Families and individuals will use the Community Centre's services, display arts and crafts and build a new fence at the Centre, help with fundraising, and contribute their time to the Centre and to cultural activities. Further, they will provide feedback about the services for their improvement.

    The funding of the SRA is subject to the partners entering into a legally binding funding agreement.

    Performance Indicators and Feedback Mechanisms

    The upgrade will be undertaken in two stages. The first stage will see the refurbishment of the Centre and purchase of equipment to increase its capacity for providing community services. The second stage will focus on keeping the community and families together, reducing family violence and developing tourism in the area.

    A series of key milestones and target dates have been outlined for the project. A Steering Committee, comprised of Bonalbo community members, Coffs Harbour Indigenous Coordination Centre (ICC) representatives and partner agencies such as the Northern Rivers Area Consultative Committee and the Kyogle Council will be established. The Steering Committee will monitor the progress of the SRA and hold quarterly meetings as a forum for two way feedback.

    The Northern Rivers Area Consultative Committee was established to act as a link between regional communities in the Northern Rivers Area of New South Wales and the Australian government. They liaise with regional communities and government about social and economic issues and aid the government in assessing local communities' needs for programs and services.
