    Summary Information:
    The Yungngora 'Accommodation Facility' Shared Responsibility Agreement (SRA) is an agreement designed to provide safe and secure accommodation and facilities for persons providing services to the community.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The Yungngora 'Accommodation Facility' Shared Responsibility Agreement (SRA) was negotiated to address concerns by members of Yungngora Indigenous Community that persons providing services to the community (such as tradespeople, Indigenous Community Volunteers, trainers and nurses) do not have adequate accommodation, work and storage facilities, limiting the number of service providers that can be in the community at one time and also reducing the ability of service providers to maximise the effectiveness of activities whilst in the community.

    The objectives of the project are to renovate existing accommodation facilities and infrastructure at the community, refurbish a transportable unit (with a kitchen, dining room and lounge) donated to Yungngora Aboriginal Corporation by Noonkanbah Station and purchase and install two additional transportable units for the accommodation of up to eight people, and renovate a storage shed for visitor's work equipment.

    The SRA will be designed to complement an earlier Shared Responsibility Agreement (for information on this agreement follow the link below) and a concurrent planning process being conducted by the community to establish a long term strategy to consolidate governance capacity and economic development in the community (being conducted in cooperation with the Department of Planning and Infrastructure (WA) and the Shire of Derby/ West Kimberley).

    Shared Responsibilities

    The Department of Families, Housing, Community Services and Indigenous Affairs (Cth) has agreed to contribute $220,000 to upgrade existing infrastructure at the community and refit a transportable accommodation unit, and for the purchase and outfitting of two additional transportable accommodation units.

    In addition to continuing the concurrent processes to consolidate governance, long term planning and capacity-building Yungngora Indigenous Community has agreed to contribute towards the construction and maintenance of the accommodation units and associated infrastructure, and participate in education and training programs designed to increase the skill base in the community.

    Performance Indicators

    Staff from the Derby Indigenous Coordination Centre will visit Yungngora Indigenous Community on a two-monthly basis or as required to monitor implementation of the agreement. In addition to regular liaison will all relevant parties and the completion of formal quarterly reports, implementation of the agreement will be reviewed on a six monthly basis by Yungngora Aboriginal Corporation, involving in particular a review of progress made in the installation and maintenance of the accommodation units, evaluation of the number of community members involved in education and training programs, trends in the number of community service providers visiting the community and the duration and purpose of each visit.
