The Metro Adelaide 'Cultural Exchange' Shared Responsibility Agreement (SRA) is intended to increase the health and skill base of disadvantaged members of the Indigenous community of Adelaide and increase employment opportunities.

Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. Detailed Information:
Purpose

The purpose of the Metro Adelaide 'Cultural Exchange' Shared Responsibility Agreement (SRA) is to provide opportunities for unemployed Indigenous members of the community currently excluded from 'mainstream' employment, whether for health reasons or due to imprisonment, to develop social, health care and employment skills to improve health and increase employment opportunities. The agreement will include cultural exchange and affirmation trips for urban residents to Mount Serle (an Indigenous owned property near Adelaide) and training in financial management and vocational skills, supported by individually tailored health care plans.

Shared Responsibilities

The Department of Communications, Information Technology and the Arts (Cth) has agreed to contribute $34, 853 to the project for costs associated with a cultural exchange and affirmation program.

The Department of Families, Community Services and Indigenous Affairs (Cth) has agreed to provide $15,000 for associated counselling and support programs.

The Department of Employment and Workplace Relations (Cth) has agreed to provide $540,477 for twenty additional CDEP places and additional capital and equipment.

The Attorney-General's Department (Cth) has agreed to provide $29,759 for counsellors and capital funding for equipment and tools.

The Office of Indigenous Policy Coordination (Cth) has agreed to provide $60,000 for project coordinators.

The Department of Transport and Regional Services (Cth) has agreed to provide $60,000 for leasing a bus.

The Indigenous Land Corporation (Cth) has agreed to provide $105,000 for land management costs at Mount Serle.

The Department of Environment and Heritage (Cth) has agreed to provide $90,000 towards the cost of achieving Indigenous Protected Status for Mount Serle and for a project coordinator.

The Central Northern Adelaide Health Service (South Australia) has agreed to provide $98,000 for community consultations, counselling and health care programs.

The Yadlhiaude Aboriginal Corporation of Mount Serle has agreed to provide staff and equipment for land management and environment protection activities, participate in financial management training, and to provide accommodation and food and training and mentoring for participants in the cultural exchange program.

Performance Indicators

Adelaide CDEP will provide six monthly reports on the progress made by individual participants in the project. A Steering Committee (consisting of the project coordinators and representatives of the agencies) will meet at least quarterly to review progress in implementation of the agreement. The project coordinators will also complete an assessment at the end of the project (in cooperation with relevant agencies) on progress made in meeting the objectives of the agreement.
