The Aboriginal and Torres Strait Islander Health Framework Agreement was made between the State of South Australia, the Commonwealth of Australia, the Aboriginal and Torres Strait Islander Commission (ATSIC) and the Aboriginal Health Council of South Australia. The Agreement aims to increase the level of resources allocated to Aboriginal and Torres Strait Islander peoples in order to improve health outcomes and reflect the higher level of need of these peoples. This includes resource increases within mainstream services, regular and transparent reporting for all services, and greater public accountability for outcomes produced by Government funded organisations. The parties agree to jointly develop model services contracts that are outcome/output orientated and contain principles that ensure control and involvement by Aboriginal and Torres Strait Islander peoples. It places particular emphasis on consultation with a variety of bodies, including State and Commonwealth Government departments and ministers, and community and government organisations. The Agreement is underpinned and informed by the revised National Aboriginal Health Strategy, the Royal Commission into Aboriginal Deaths in Custody, the Bringing Them Home Report and the South Australian Aboriginal Health Partnership Regional Plans. At the Commonwealth level it will be monitored by the Aboriginal and Torres Strait Islander Health Council. At the State level it will be monitored and evaluated by the South Australian Aboriginal Health Partnership and the Aboriginal Health Council of South Australia Inc. The Agreement is required to conform to the National Aboriginal and Torres Strait Islander Health Performance Indicators and Targets in order to be consistent with the principles and directions detailed in the National Aboriginal Torres Strait Islander Health Strategy (under development). |
