The Plan is intended to integrate, coordinate, analyse and monitor Western Australian and Commonwealth Governments' efforts to Close the Gap in Indigenous disadvantage through; providing an integrated framework for achieving commitments and objectives under the NIRA and associated agreements; providing mechanisms for integrating actions under the Closing the Gap Building Blocks; Partnership arrangements for engaging with Indigenous people and organisations; streamlining joint coordination and decision making arrangements; improving the quality and timeliness of data used to measure progress; and progressing implementation of the National Urban and Regional Service Delivery Strategy for Indigenous Australians (set out in Schedule B of the NIRA). Governance arrangements of the OBIP The Governments will establish joint arrangements to integrate and coordinate the implementation and monitoring of the NIRA and related agreements in Western Australia. These will include; meetings between Western Australian and Commonwealth Government Ministers; and joint oversight and monitoring by the Western Australian Overarching Bilateral Indigenous Plan Governance Committee (OBIPGC). The OBIPGC will complement, not duplicate, the role of joint governance mechanisms under the various Indigenous-specific National Partnership Agreements. There will also be Building Block Working Groups who will provide progress updates to the OBIPGC on a biannual basis in relation to their specific Building Blocks. Arrangements for Indigenous and other stakeholder engagement In addition to the engagement mechanisms agreed to under the NIRA Schedule A, and consultation with the peak body National Congress of Australia's First Peoples, the Governments agree that engagement should occur across three tiers; Engagement on the overall impact of the reform agenda with state-wide bodies such as the Western Australian Aboriginal Advisory Council; Specific engagement with relevant Aboriginal and Torres Strait Islander peak bodies and organisations; and place and location-based engagement with relevant local government, non-government and community representatives. Attachments There are two attachments to the Plan: Closing the Gap in Indigenous Life outcomes Closing the Gap Status Report Schedules Schedules for each of the COAG 'Closing the Gap' Building Blocks are; Early Childhood Development; Schooling; Health; Economic Participation; Healthy Homes; Safe Communities; Governance and Leadership with additional schedules pertaining to; Urban and Regional Service Delivery; Data Quality Improvements. |
