The plan sets out the agreed positions on principles underpinning bilateral plans; priority areas for bilateral action; arrangements for Aboriginal and Torres Strait Islander representation and consultation with Aboriginal and Torres Strait Islander people across South Australia; and Whole of government machinery. Context The Plan sets out the applicable policy frameworks and agreements, including 'Closing the Gap' COAG agreements. It also sets out the demographic context in South Australia, providing a data snapshot of the Aboriginal and Torres Strait Islander population. Arrangements for Aboriginal and Torres Strait Islander consultation and representation The Governments will work with Aboriginal and Torres Strait Islander people to determine arrangements for consultation and representation. Engagement and partnership will be guided by a range of mechanisms through which governments partnerships, include jurisdictional advisory groups, and Aboriginal and Torres Strait Islander expert organisations National Congress of Australia's First Peoples will be the peak body for advice on the implementation of OBIPs Joint machinery The Parties will ensure effective implementation and evaluation of measurable outcomes under this Plan via joint Ministerial oversight and reporting; an OBIP Working Group to review and jointly report on progress of reforms and other activities; establishing or strengthening joint coordination arrangements, including those outlined in National Partnership Agreements; and where possible aligning Aboriginal and Torres Strait Islander reporting obligations.
