    The Agreement for the Provision of Housing and Related Infrastructure for Aboriginal and Torres Strait Islander People in Western Australia ('the Agreement') was signed in 1997. The Agreement was intended to end in 2000, but the parties later agreed to a two-year extension to allow for a review (Jardine-Orr, Spring and Anda 2004, 21).

    The Agreement was replaced in 2002 by the Agreement for the Provision of Housing Infrastructure for Aboriginal and Torres Strait Islander People in Western Australia (July 2002 - June 2007). Unlike later agreements, this Agreement did not enable a pooling of funds (see Jardine-Orr, Spring and Anda 2004, 36).

    The Review of the Agreement for the Provision and Management of Housing and Related Infrastructure for Aboriginal and Torres Strait Islander People in Western Australia was conducted by Arto Consulting WA Pty Ltd between March and August 2001, at an estimated cost of $64,845 (Parliament of Western Australia 2005). It 'commented that the results of the ... Agreement were most evident at management level, including cross-agency cooperation, and in the formulation of policy' (Jardine-Orr, Spring and Anda 2004, 21).
