The State of Queensland represented by the Torres and Cape Hospital and Health Service (is a party to the Mabuig Torres Strait Primary Health Care Centre and Staff Accomodation Indigenous Land Use Agreement (ILUA). The Torres and Cape Hospital and Health Service is an independant statutory body governed by a single board and managed from hubs in Weipa, Cairns and Thursday Island. It covers over 158,000 sq km over Cape York and the Torres Strait, across thirteen local government areas.
