| The Policy resulted from negotiations between the Central Queensland Land Council Aboriginal Corporation, the Girringun Elders and Reference Group Aboriginal Corporation and the Cardwell Shire Council. Its objectives are to: The Policy contains detailed provisions for recognising and protecting Aboriginal cultural heritage interests in land in the local planning and development approval processes and for ensuring that the Girringun peoples have a legitimate and genuine role in matters affecting their interests, rights and responsibilities. It contains procedures for establishing a register of Aboriginal cultural heritage and land interests, the establishment of an Aboriginal Issues Advisory Committee, and processes for assessing development applications. | ||

| There are benefits for all parties to the policy. In particular: · Aboriginal people are engaged as early as possible in the planning and development process, providing clear timeframes and reducing the likelihood of unnecessary delay · The legal implications of native title rights and interests are acknowledged through the planning and development process and Aboriginal peoples are involved in land dealings which may affect their cultural heritage and land interests · Developers are provided with greater certainty and a clearer understanding of the likelihood of indigenous land interests and cultural heritage matters · The Shire Council is facilitated in its forward planning and provided with a positive approach, and a model, to its planning for Aboriginal cultural heritage and land interests, including native title rights and interests. | ||
