| The Daguragu 'Heritage and Tourism' Shared Responsibility Agreement (SRA) is an agreement between the Daguragu and Kalkaringi Indigenous Communities, the Commonwealth Government, the Northern Territory Government, the Northern Territory Tourist Commission (Tourism NT) and the Central Land Council. The SRA will provide funding for the development of a tourism enterprise that will focus on local indigenous culture and the history of the Wave Hill walk-off. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The community that is the subject of this SRA is close to the popular Savannah Way tourist route that runs from Cairns to Broome. This SRA aims to capitalise on that fact, by establishing a tourist business that would showcase Gurindji culture, as well as telling the story of the walk-off at Wave Hill Station. The latter event will be the subject of a book for children aged four to seven years, to be developed by the community and local artists. It is planned that this book would be available for sale at the Heritage Centre. More specifically, the tourism push will involve: � working to ensure that the Wave Hill walk-off site is included in national heritage lists; � developing the Wave Hill Walk-Off Memorial Park and visitor precinct in Kalkaringi; � converting the old Kalkaringi power station into a visitor and art centre; � developing a five-year business plan; � ensuring that the community is maintained so that it is able to welcome visitor tours; � holding the '40 Years of Freedom Festival' in 2006, and subsequent years; � upgrading the cemetery, including the burial site of Vincent Lingiari, the leader of the Wave Hill walk-off; � promoting the annual Vincent Lingiari memorial lecture at Charles Darwin University; and � ensuring that children regularly attend school, and that school staff are supported in running truancy programs. Shared Responsibilities The community, through the Daguragu Community Government Council (DCGC), will establish the Gurindji Heritage Business Group (GHBG) to spearhead the tourism activities. The functions of this group include: � project management; � facilitating the growth of tourism, including developing five and ten year plans for the business; � organising community groups to aid the activities envisaged by this SRA; and � providing tourism training. Families and individuals will participate in GHBG activities; make available information about Gurindji country, culture and history; participate in the planning, organising and staging of the Freedom Festival; develop a volunteer roster for landscaping the tourism sites, and maintaining the cemetery; and become involved in the school truancy program. The Commonwealth Government proposes to provide both funds and in-kind support. This in-kind support includes assistance from the Department of Environment and Heritage in determining whether the Wave Hill walk-off sites should be placed on the National Heritage List. The Northern Territory Government also will provide funds and in-kind support, including providing $10,000 to clean up around the old power station. Tourism NT plans to: � coordinate planning for the visitor precinct; � train the community with its 'Stones to Tourism' approach; and � run a visitor's survey in order to provide information for the establishment of the venture. The Central Land Council will provide the services of an anthropologist to assist in locating old burial sites around Kalkaringi and Jimparak, the old living site on the Wave Hill Station. Performance Indicators and Feedback Mechanisms The SRA provides for the following performance indicators: 1. Number of absent Indigenous student days per term, to be provided quarterly by the Kalkaringi CEC; 2. Number of Indigenous adults in regular employment, to be provided quarterly by the DCGC; 3. Number of people undertaking training in tour guiding, heritage, art and land management, to be provided once by the DCGC; 4. Number of tourists visiting the area, and the tourism income generated, to be provided quarterly and annually respectively by the DCGC; 5. Visitors' satisfaction with cleanliness and hospitality, as well as broad impressions, to be provided once by the Tourism NT; 6. Number of people involved in the community volunteer roster, to be provided quarterly by the DCGC; and 7. The development of a five year business plan, by the GHBG, to be provided quarterly. | ||
