'St Pauls is located on Moa Island but controls only 1,770 hectares of the total area of 16,970 hectares. St Pauls is 18 kilometres by road from Kubin on the eastern side of Moa.' (Department of Aboriginal and Torres Strait Islander Policy website). It has a population of just over 200 people.

The St Pauls Community Council was responsible for the provision of municipal services. It was, however, absorbed by the Torres Strait Islands Regional Council in 2008 as part of the State government's amalgamation policy.
