The Binjirru ATSIC Regional Council was one of the Regional Councils created as the regional level of the Aboriginal and Torres Strait Islander Commission (ATSIC).

The Regional Council signed a compact with the Australian and Victorian Governments and the City of Greater Shepparton in 2003 to provide for improved identification, elaboration and co-ordination of the objectives of each party to the agreement.

The Regional Council also developed a regional plan to enhance the development and co-ordination of the representation of, policy-making by, and service delivery to Aboriginal people in the Greater Shepparton region.

The Regional Plan is summarised in the 2005 Social Justice Report of the Aboriginal and Torres Strait Islander Social Justice Commissioner. Key elements of the Regional Plan include improving family and community environments, building community capacity, providing for human development and safety and reducing the over-representation of Indigenous people in the justice system, increasing opportunities for wealth generation and economic development, and reinforcing management of land, sea and cultural heritage.

The Regional Council was disbanded in 2005 following the abolition of ATSIC in 2004. The State Government of Victoria has committed to supporting a replacement scheme to provide for effective Indigenous representation and access to services at the local, regional and State levels.
