The Banyule, Manningham, Whitehorse, Nillumbik Statement of Commitment to Indigenous Peoples was made with the intention and objective of recognising, supporting and committing to the rights and responsibilities of Indigenous peoples living in the respective four Local Government areas in eastern Melbourne.
The Statement was developed by the Aboriginal Recognition Working Group which comprised Council representatives, Indigenous community representatives and other members of the local community. They met regularly over a period of several months and were supported by the Municipal Association of Victoria's Aboriginal Policy Officer.
The Statement is an important starting point in formalising a working relationship between the Councils and the Indigenous peoples. It establishes an agreed framework for the recognition and support of Indigenous people and promotion of their issues in the four Council areas. |

The Statement includes:
Recognition of habitation of the land by local Indigenous people; the historical significance of sacred sites, traditional names and the contributions made by key Indigenous members; the diversity and strength of Indigenous cultures; and Indigenous people's spiritual interests in land and waters.
Support for the rights of Indigenous people as outlined in the draft United Nations Declaration on the Rights of Indigenous Peoples; principles of equity and access for Indigenous peoples; and for the vision of a united Australia as expressed by the Council for Aboriginal Reconciliation.
Commitments to advocating on behalf of Indigenous members of the community, implementing appropriate programs, and developing and promoting Indigenous involvement in local events and celebrations. | |
