Context

The Plan sets out the applicable policy frameworks: including 'Close the Gap'; COAG agreements; and the Victorian Indigenous Affairs Framework. It also sets out the demographic context in Victoria, as well as existing Victorian and Commonwealth initiatives and programs for Indigenous people.

Joint commitments

The Parties commit to working together in partnership with Indigenous Victorians and communities. They recognise that such partnerships are intrinsic to progress, and therefore give primacy to engagement and partnership with Indigenous Victorians. They agree to work together to support Indigenous efforts to strengthen culture and the capacity of communities and organisations to lead change.

The parties also recognise the importance of better coordination of services and effort, funding and information provision; that, where possible, they will reduce the administrative burden on the Indigenous sector; that, where possible, they will share data with Indigenous Victorians and organisations; the importance that mainstream services are culturally inclusive and welcoming in Indigenous Victorian clients.

Arrangements for Indigenous Consultation and Representation

The Parties intend to use existing representational structures where possible at local, regional, State-wide levels and existing program partnerships to further the development, implementation and evaluation of initiatives.

Victorian arrangements for Indigenous representation, participation, engagement and partnerships are well established at local, statewide and program levels, including Local Indigenous Networks.

Joint Machinery

The Parties commit to ensuring effective implementation and evaluation of measurable outcomes under this Plan.
