Previously, the Department of Parks and Wildlife was the department of the Western Australian government responsible for land management. It bring together the Botanic Gardens and Parks Authority, Zoological Parks Authority, Rottnest Island Authority, Conservation and Parks Commission, Swan River Trust and Biodiversity and Conservation Science to form the Department of Biodiversity, Conservation and Attractions (Government of Western Australia, Department of Biodiversity, Conservation and Attractions, About).

The Conservation and Land Management Executive Body is governed by Division 2 of the Conservation and Land Management Act 1984 (WA). The Executive Body is a body corporate. The Chief Executive Officer ('CEO') can perform any CEO functions under the Conservation and Land Management Act 1984 (WA), the Swan and Canning Rivers Management Act 2006 (WA) and the Biodiversity Conservation Act 2016 (WA) which would be better suited to a body corporate than an individual (Conservation and Land Management Act 1984 (WA), s 37).
