| The Murdi Paaki, Brewarrina Shire Council and Ngemba Community Working Party 'Improving Education' Shared Responsibility Agreement (SRA) is an agreement designed to improve the availability of and participation in education and training in the community, including in terms of student attendance, attainment and retention, by investigating possibilities for educational reform and implementing reforms as appropriate. Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding. | Purpose The Murdi Paaki, Brewarrina Shire Council and Ngemba Community Working Party 'Improving Education' Shared Responsibility Agreement (SRA) is an agreement to address a concern of the Ngemba Indigenous community about the low levels of attendance, participation, achievement and completion rates of formal school programs by local youth, reducing employment prospects. The project will establish a Steering Committee to identify factors contributing to youth disengagement from school and the community, to identify resource and develop initiatives in conjunction with the Community Working Party designed to re-engage youth in education and training programs including by providing mentoring for youth during schooling and in preparation for post-school education, training or employment, and to work with other stakeholders in the area to implement the initiatives developed. The SRA is intended to strengthen partnerships between the school, Ngemba community and other stakeholders, and design and implement the tailored delivery of education and training opportunities to Indigenous youth at risk of disengagement from family, school and community. Shared Responsibilities The Office of Indigenous Policy Coordination (Cth) has agreed to contribute $245,000 to the project. The Department of Education, Science and Training (Cth) has agreed to provide in-kind support to the project, including funding a project officer to work with the Steering Committee for two years to develop and implement the initiative together with relevant agencies of all levels of government. The Department will also fund a part-time Professional Officer for two years to participate in the Steering Committee and establish a map of the process undertaken and results achieved to be shared with other communities and COAG trial projects. The Department of Education and Training (NSW) has agreed to provide comprehensive baseline data on participating students at Brewarrina Central School and to manage the project through staff and facilities at the school, as well as participating in the Steering Committee. The Department has also agreed to examine and trail education and training delivery methods outside of standard methods, as identified by the Steering Committee and project officer, that may address the needs of targeted students. The Brewarrina Community Working Party has agreed to participate in the Steering Committee, and to work with the Steering Committee, school and families of Ngemba community to encourage attendance and participation at school and in other education and training program opportunities available at the community, including by providing information to assist project implementation, monitoring and evaluation and the provision of mentors. Performance Indicators and Feedback Mechanisms The Steering Committee will meet monthly to develop comprehensive baseline data on education and training attendance and participation and reasons for youth disengagement. The committee will also collect and analyse data on education and training participation in Ngemba on a six monthly basis, and monitor the impact of interventions on non-attendance and disengagement. | ||
