    Summary Information:
    An agreement between the Commonwealth and South Australian Governments and the Raukkan Community Council to build community strength and capacity by establishing a youth diversion program and completing the restoration of the historic church building in the community.

    Shared Responsibility Agreements are agreements between governments and Indigenous communities to provide discretionary funding in return for community obligations. The new arrangements developed from an initiative of the Council of Australian Governments and replace the previous ATSIC system of funding.     Detailed Information:
    Purpose

    The purpose of the agreement is to build community capacity and spirit through the restoration of the community's church. The program will provide the training and resources necessary to complete the renovation and maintenance of the church building and grounds as a community resource and tourist attraction.

    Shared Responsibilities

    The community will:
  • Establish a name and logo for the Raukkan Youth Group;
  • Establish rules and responsibilities for the Raukkan Youth Group; and
  • Run and attend recreational activities, include cultural activities, sport and music programmes.

    Families and individuals will:
  • Ensure that children attend activities;
  • Form a roster of parents who will volunteer to organise and run activities;
  • Provide input into the types of activities they want run by the group.

    The Office of Indigenous Policy Coordination (Cth), Department of the Environment and Heritage (Cth) and Department of Child, Youth and Family Services (SA) will provide funding.

    The Raukkan Community Council will support and supervise implementation of the program.

    Performance Indicators and Feedback Mechanisms

    The Raukkan Community Council will provide quarterly reports to the Adelaide Indigenous Coordination Centre on the number and type of activities undertaken, and the two parties will meet to review progress in implementation at least once every six months.
